Justice V. Gopala Gowda of the Karnataka High Court, is set to take over as the Chief Justice of the Orissa High Court from Acting Chief Justice I.M. Quddusi on Thursday. Initially, Justice Gowda was touted to be appointed as the Chief Justice of the Kerala High Court. However, Justice Chelameswar was appointed as the Chief Justice.

Justice Gowda along with two other judges were embroiled in a scandal in 2002 famously referred to as the ‘Roost sex scandal'. The scandal resulted in a slew of Writ Petitions seeking them to abstain from judicial work. In December 2002, the Karnataka High Court initiated suo motu contempt proceedings against 14 media publications for having ‘scandalized the image of the judiciary’.

Justice Gowda and the other two judges were cleared when a three Judge committee headed by Justice C.K. Thakker exonerated them.

"From the Text of Gowda ,i conclude, the present Judicial system needs complete overhaul,Time- bound quick justice to General Public, A amendendment in the constitution be made whereby all judges except of chief justice of india, if there would have been pramie Faciea charge against a judge,he would face the charges as an ordinairy person/employee and if found guilty in court ,same punishment as ordinary person he will get.No impeachment.the system of impeachment definitely encourages hobnobing with political parties.Politicions are resposible for creating dirty judicial system. All India Judicial system should be created with all india service liability as perralal to IAS system.
