The Madras High Court on Friday notified that from September 1 onwards, litigants can be represented physically in all final hearing matters, subject to strict adherence with COVID-19 safety norms.

The same notification also intimates that all Bar Association premises and Bar Association libraries will be kept open on Saturday, August 28, 2021, from 10.30 am to 1.30 pm for COVID-19 cleaning and sanitization. They will be open and from 3.00 pm to 4.30 pm for the Advocates to take their belongings and case-records, if any, from the Bar Association premises.

Advocates' Clerks and litigants (except for recording evidence) continue to be barred from entering the High Court premises, until further orders. However, parties appearing in person and litigants will be permitted entry, if specifically allowed by any Bench.

The Court has been permitting government counsel to appear physically for past few weeks.

Other directions earlier issued in the Court's July 15 Notification will continue until further orders.

A separate notification will be issued by the Additional Registrar General, Madurai Bench of Madras High Court, Madurai with respect to the Madurai Bench of the High Court.

At present, the Madras High Court is functioning mostly via video conference or hybrid mode, as per which only judges and law officers or standing counsel of Public Sector Undertakings are permitted to appear physically in the Court. All other parties and counsel are to appear remotely, through video conference.

On July 15, it was directed that final hearing matters will be heard in physical or virtual or hybrid mode. The appearance of advocates, whose cases are listed, shall not exceed 6 in number at a time, in case of small Court Halls; and 8 in number at a time, in case of big Court Halls, the Court had said at time.
