Goa nightclub fire: Sessions court grants bail to club's managers; all accused now out on bail

A sessions court in Goa granted bail to Rajiv Modak and Bijay Kumar Singh, managers of Birch by Romeo Lane nightclub in North Goa’s Arpora where a fire in December 2025 had killed 25 people.

This follows an earlier order of April 1 granting bail to nightclub owners Saurabh and Gaurav Luthra. 

With this development, every key accused named in the case has secured bail. One of the accused remains absconding.

The Luthra brothers were granted bail on a bond of ₹50,000 each, subject to conditions including that they do not tamper with evidence or influence witnesses and do not leave the country without prior court permission. 

Similar conditions are expected to apply to Modak and Singh.

The case arose from a fire that broke out on the night of December 6, 2025, during an event at the nightclub.

Police have alleged that the establishment was operating without required licences and safety clearances and that a fire show conducted at the venue lacked adequate precautions.

Investigators have also pointed to alleged lapses in maintaining fire safety infrastructure, attributing negligence to the owners, management and event organisers.

The accused have been booked under provisions of the Bharatiya Nyaya Sanhita, including culpable homicide not amounting to murder, acts endangering life and negligent conduct with respect to fire.

The Luthra brothers had initially fled to Thailand hours after the incident and were later deported and arrested.

Parallel proceedings, including a separate FIR alleging forged documents used to obtain licences, remain ongoing, as regulatory and criminal probes continue into the circumstances that led to one of Goa’s deadliest nightclub tragedies.
