Arresting woman after sunset: Madras High Court orders State to frame guidelines to ensure compliance with Section 46(4) CrPC

The High Court said that the requirements under Section 46(4) are mandatory and that CrPC does not provide any elbowroom for any deviation from either of the mandates.
