"Indeed in most matters, the assistance rendered to Court is only seeking an extension of time to file an affidavit or submitting no instructions (have been) received. The State cannot function in Court in this manner."

The Madras High Court on Thursday took critical note that in many cases, the assistance rendered by the State government counsel is relegated to either seeking time to file affidavits or submitting that no instructions have been received.
