"Petitioner requires psychiatric help:" Madras High Court on litigant's vague prayer to "save" his life, allegations against Registry

The Madras High Court on Thursday recorded its bewilderment at a petitioner's vague plea to "save" his life and his allegations that he was being pushed to a "dangerous and critical situation." (S Ramesh v. The Registrar General).The order refers to certain allegations made against the High Court's Registry as well, which was accused of not being interested in listing the petitioner's matters..The Bench of Chief Justice Sanjib Banerjee and Justice Senthilkumar Ramamoorthy found the plea to be utterly frivolous and containing baseless allegations.."The petitioner requires psychiatric help," the Court said..All the same, the Court has now directed the petitioner to present a list of matters filed by him and pending before various Benches of the Court so that the said matters can be listed as expeditiously as possible. .In the course of its order, Court also recorded that the petitioner had to be deliberately muted by the operators of the virtual hearing when he tried to mention the matter or participate in it..The Bench also quoted the petitioner's prayer in its order to explain why it was left nonplussed. The prayer so quoted states:"It is prayed that this Hon'ble Court may be pleased to issue a writ of Mandamus to render justice because I was pushed to dangerous and critical situation. Please the Court render justice for me to save my life and pass such further order as this Hon'ble Court may deem fit and proper in the circumstances case (sic) and thus render justice.".No action can be taken on the petition, the Court pointed out. "The relief sought is vague. There is no material in support of the general apprehension of the petitioner that the Registry is interested in not allowing his matters to be taken up by the Benches", it added..The Court was informed by the High Court administration that the petitioner has sent letters continuously making wild and baseless charges against all and sundry. It was further submitted that the petitioner had threatened to commit suicide and leave a note blaming the Registry members for his demise..The matter has been posted for hearing after three weeks' time, on July 8. Before parting with the order, the Court also observed, "The petitioner will be at liberty to mention any matter which may be pending before the appropriate Bench, if there is any urgency in the same.
