UGC guidelines for final year exams: Will Disaster Management Act have an overriding effect on UGC directive? Supreme Court seeks reply

The Supreme Court today granted time to the University Grants Commission (UGC) to respond to the position taken by the Maharashtra and Delhi governments to cancel university exams amid the COVID-19 pandemic.The reply by UGC is also required to address the question of whether the Disaster Management Act would overrride the UGC notification on guidelines for exams..The Bench of Justices Ashok Bhushan, R Subhash Reddy and MR Shah took up the matter today for hearing. The governments of Maharashtra and Delhi had earlier filed affidavits before the Supreme Court stating that the exams would not be conducted in light of the COVID-19 pandemic. The UGC, on the other hand, maintained that the exams needed to be conducted by September 30..During today's hearing, Advocate Alakh Alok Srivastava, representing a group of 31 students challenging UGC guidelines said that the concern is not the reply of the states, but the legality of the UGC guidelines..Solicitor General Tushar Mehta, representing the UGC, questioned the stand taken by Maharashtra and Delhi to cancel the exams this year.
