Thirty-eight years later, Supreme Court still debating definition of “industry”

It was in the year 1978 that a 7-judge Bench of the Supreme Court pronounced upon the definition of ‘industry’ under Section 2(j) of the Industrial Disputes Act, 1947. By a majority of 5:2, the court held that the definition of industry is of wide amplitude. Or did they?  Thirty-eight years after the judgment was delivered, the question remains unanswered.
