West Bengal panchayat election: Calcutta High Court slams SEC, State for 'non-cooperation' with Central government to avert violence

The bench led by Chief Justice TS Sivagnanam said that the report submitted by the Central government painted a 'grim picture' of the State government and also the SEC for failing to comply with High Court orders.
