Has anyone bothered to read the directions of the Supreme Court, the Bombay High Court asked the Maharashtra government after it noticed the delay in installation of CCTVs at police stations [Somnath Laxman Giri and Anr. v. State of Maharashtra and Anr.]..A Bench of Justices SJ Kathawalla and Milind N Jadhav enquired about the status of their installations in police stations and what work had been completed after the Supreme Court order.When the Advocate General (AG) Ashutosh Kumbhakoni stated that he will place before this Court the compliance report filed before the Supreme Court, the High Court was displeased."This paper compliance is not going to serve any purpose. What was the work that was carried out? That is what we want to know," the Bench remarked.The Bench reiterated its earlier remarks that CCTVs were deliberately kept non-functional so that the information about police stations can be kept away from courts.“Nothing is done and no orders of the High Court or Supreme Court have been followed. ‘Naam k vaaste’ (namesake) CCTVs are put. They do not want to show the court anything. Whenever we have asked for CCTV footage in police stations, it is never given, never!The whole purpose of passing the Supreme Court order is lost, and it is done intentionally, we can say this candidly,” the Bench said.On Monday, the AG pointed out from the State's affidavit how contractors have been appointed and justified the cost factor for the installation project.After perusing the work that had been conducted, the Bench observed that the work was initiated only after the Court passed orders.“Why are we required to pass an order? Are the CCTVs installed as per them SC directions. Priority is complete the work where it is not done,” the Bench said..The Bench was informed in an earlier hearing that there are 1,089 police stations in the State. So far 6,092 cameras had been installed in 547 police stations. Of the total cameras, 5,639 cameras were functional and 453 were non-functional.The Bench enquired about the police stations where CCTVs were not working and what steps had been taken towards informing contractors about the issues.“Tell us when did the contractors attend to the complaints after being informed of the issue” the Bench added adjourning the hearing by a week.
