The Bombay High Court on Tuesday paved the way for the modification of a Look Out Circular (LOC) to enable UK-based doctor Sangram Patil to travel abroad amid an ongoing criminal investigation into allegedly objectionable social media posts against Prime Minister Narendra Modi and other BJP leaders [Sangram Patil v. Vilas Rane & Ors.].
Justice Ashwin D Bhobe passed the order, which will enable the doctor and YouTuber to return to his job with the National Health Service (NHS) in UK.
The criminal case against Patil stemmed from a complaint that a Facebook page titled “Shehar Vikas Aghadi” spread “disinformation and falsehoods” about the Bharatiya Janata Party (BJP) and its leaders. A first information report (FIR) was registered by the NM Joshi Marg police station in December 2025, and an LOC was issued thereafter.
Patil then moved the High Court with a plea to quash the FIR and LOC.
On April 15, the State told the Court it would not object to lifting the LOC if certain investigation reports were not received within three weeks from April 20.
Additionally, the State added that Patil should give an undertaking to appear before the police whenever called, with 15 days’ prior notice, and to cooperate with the probe.
In compliance with the Court’s directions, Patil and his parents, Gokulsingh Indrasingh Patil and Kalpana Gokulsingh Patil, both permanent residents of India, filed undertakings.
They assured that he would appear before the investigating officer when required, on 15 days’ notice, and would fully cooperate with the investigation.
Yesterday, Justice Bhobe accepted these as undertakings.
Satisfied with the undertakings, the State police, too, agreed to modify the LOC so that Patil can travel outside India.
Senior Advocate Rajiv Shakdher briefed by advocates Ujjwalkumar Chavhan and Aditya Hire appeared for Patil.
Advocate General Milind Sathe for the State of Maharashtra.
