Migration & Asylum Project (M.A.P) is looking to hire Project Coordinator - Access to Justice with 6+ years of relevant work experience in the field of migrant/labour rights in New Delhi.

Programme & Purpose

As the COVID-19 pandemic unfolded in India and the government continues to grapple with controlling its devastating impact, the plight of crores of internal migrants has emerged as the bigger humanitarian crisis. In an effort to address this, MAP is launching a project that seeks to fuel a transformative change in the current legal service delivery approaches.

The Position

The Programme Coordinator ensures the effective management of MAP’s activities across result areas within Delhi NCR, to accelerate achievement of the programme objectives on strengthening legal pathways for the protection of migrant workers.

The position will be a unique opportunity for a highly motivated candidate to transform, inspire and deliver a high-impact legal aid project and participate in high-level dialogues with decision-makers across government and civil society.

Responsibilities

Programme Management

(a) Overall management and implementation of MAP’s programme focusing on strengthening legal pathways for the protection of migrant workers in New Delhi;

(b) Implement targeted legal awareness programmes to inform the identified communities about their rights;

(c) Establish and operationalise a mobile legal desk for the target beneficiaries with focus on providing legal information and counselling in individual cases, and linking clients to multi-sectoral support services;

(d) Oversee community outreach and engagement;

(e) Keep abreast of legislative and policy changes and design project interventions accordingly; and

(f) Ensure the appropriate utilization of resources approved and allocated to activities.

Monitoring & Evaluation

(a) Oversee the achievement of the programme results by applying appropriate monitoring and oversight mechanisms

(b) Formulation of quality project reports, setting models for achieving expected results according to clear monitoring and evaluation systems

(c) Preparing donor proposals and reports and

(d) Facilitate donor and other external audits and reviews and operationalise the timely and full implementation of audit recommendations.

Partnerships & Networks

(a) Create a panel of expert lawyers who will provide legal aid in cases that go to court or to any formal redressal system

(b) Establish and maintain Para-legal Volunteers (PLVs) registered with DSLSA who will operate as the first line of responders within the target population

(c) Build effective collaboration with DSLSA for implementation of relevant project activities

(d) Promote the work on MAP’s MAIN Network

(e) Develop networks and partnerships with appropriate government departments and officials, civil society and other stakeholders, and

(f) Build strong collaboration with all project partners and collaborators for effective programme delivery.

Supervision & Office Management

(a) Recruit, train and undertake day-to-day supervision of team members

(b) Conduct formal and informal quarterly performance assessments for staff

(c) Mentor staff and maintain a culture of open communication and transparency and

(d) Undertake steps towards ensuring staff welfare in accordance with office policy.

Qualifications & Experience

Essential Requirements:

1. Open to Indian citizens only

2. Graduate of Law

3. Six years of work experience in the field of migrant/labour rights

4. Prior experience of leading legal aid interventions for marginalised communities

5. Willingness to travel as required to different field sites

7. Excellent oral, and written communication skills

8. High standards of professionalism including being detail-oriented, meticulous, and organised; and

9. Strong sense of personal integrity and understanding of confidentiality and ethics.

Desirable

1. Masters in Law;

2. Experience in networking, alliance building for advocacy, and coordination mechanisms;

3. Effective team player with strong leadership skills and initiatives; and

4. Prior experience of monitoring, evaluation and reporting on outcome-based programmes

Additional Notes

1. This is a full-time Delhi-based position which requires you to report to the Delhi office

as per the working hours.

2. Duration of the contract is 12 months with extension subject to performance and availability of funds.

3. Only shortlisted candidates will be invited for the interview.

4. The successful candidate will be expected to start on October 1, 2021.
