Orissa High Court quashes police circular order conferring investigation powers to Graduate Constables, CI Havildars

To carry out an investigation under Sections 156 and 157, CrPC, Graduate Constables and CI Havildars must first be designated as “officers” either by promoting them or creating new posts, the Court said.
