"At the end of the day, it is a matter of policy and the Court will not interfere unless it finds complete arbitrariness or the possibility of manifest injustice", the Court added.

The Madras High Court recently indicated that it would be slow to interfere with the decision to increase the court fee payable for writ petitions and appeals in Tamil Nadu unless it is found to be arbitrary and likely exclude citizens from approaching the Court (K Vasanth v. Government of Tamil Nadu).
