The Supreme Court Collegium has recommended that additional judge Rumi Kumari Phukan be made a permanent judge of the Gauhati High Court.

The Gauhati High Court had endorsed the same through a resolution passed last month. Whereas the views of the state governments had not been submitted, the proposal to make Justice Phukan a permanent judge was referred to the Supreme Court Collegium since her term as an additional judge was due to end in January 2019.

The Supreme Court has now concurred with the proposal, finding Justice Phukan to be suitable after conferring with colleagues familiar with the affairs of the High Court, as well as examining the material on record. The resolution issued to this effect, dated yesterday, states,

“…the Collegium finds Smt. Justice Rumi Kumari Phukan, Additional Judge, suitable for being appointed as Permanent Judge.

In view of the above, the Collegium resolves to recommend that Smt. Justice Rumi Kumari Phukan, Additional Judge, be appointed as Permanent Judge of the Gauhati High Court against the existing vacancy.“

Justice Phukan obtained her law degree from the Jorhat Law College in 1987, following which she obtained a B.Ed degree from the Post Graduate Training College, Jorhat. She enrolled in the Bar Council of Assam in 1987 and practised at the Jorhat District Court for a year.

In 1988, she joined the Assam Judicial Service. She has worked in different capacities including as a Principal Judge at the Family Court, Guwahati, Registrar, Judicial, Registrar Administration and Registrar General of the Gauhati High Court.

Prior to her elevation to the High Court, she was serving as a District and Sessions Judge. She was elevated to the Gauhati High Court as an additional judge in January 2015.
